§01What it is

EU Digital Passport Processor is a regulated-reporting middle layer. It sits between an economic operator’s internal systems — MES, ERP, PLM, QMS — and the EU EES (European Economic Ecosystem) registry. It receives Digital Product Passport data from the operator, validates against the current Annex XIII or applicable delegated-act schema, submits to the registry on the operator’s authorised instruction, and holds the immutable audit-evidence record for the retention period required by the regulation.

The economic operator placing the product on the EU market bears the regulatory responsibility. EU Digital Passport Processor processes passport data on their authorised instruction.

Ingest

SFTP, REST, webhook, browser upload, supplier portal. The same passport can arrive via any pattern; the ingestion source is recorded against each record.

Validate

Annex XIII schema, EU EES reason codes, deferral with stated provision. Operator-rejected vs registry-rejected distinguished as separate states.

Submit

Async submission to EU EES (mock until July 2026), ack/nack handling, reconciliation against registry-side state, immutable audit evidence on retention timer.

§02Regulatory horizon

The platform is goods-type modular. Each module covers one regulation and its schema. Battery is operational today. Other modules track the relevant ESPR delegated act and switch to live state on adoption.

§03Statutory positioning
“‘Digital Product Passport service provider’ means a natural or legal person authorised by an economic operator to process digital product passport information for the purposes of making it available to economic operators, customers, consumers, users and other relevant actors.”

EU Digital Passport Processor operates under this statutory category. Access to the platform is granted on a per-organisation basis to economic operators subject to the EU Battery Regulation or other ESPR delegated acts.

§04Deadline — 18 February 2027

Battery Regulation 2023/1542 compliance deadline. From this date, every EV, Industrial, and LMT battery placed on the EU market requires a valid Digital Product Passport for customs clearance. There is no 2 kWh exemption threshold for LMT — all LMT batteries require a passport from this date.

EU Digital Passport Processor is designed to meet the expected requirements of the anticipated ESPR DPP Service Provider certification scheme. The scheme has not yet been adopted by the European Commission; no certification is claimed at this time. Once the scheme adopts and registration is granted, the registration identifier will appear in the chrome of every page.
